What do I get from a tune-up special?

A fixed bundle of parts at a set price, which is fine if your car is due for exactly those parts. It is not a repair. If the engine is running badly, ask for the fault to be diagnosed first, because a package deal that does not touch the real cause is money spent twice.

Can I change the plugs myself?

On some engines yes, on others the intake manifold comes off first and half the day goes with it. Plugs need the right gap and a torque wrench, because an overtightened plug in an aluminum head is a very expensive mistake. Look up your engine before you buy the parts.
