I got a phone call from the establishment, the person Tony who spoke to me explained while doing the State safety Inspection they also do additional checks to make sure the Car is in good condition without extra charge. And that's the reason why State Safety Inspection is not a quick service, as he explained. If required one can request not to perform any additional checks, which is beyond what's necessary to get Safety inspection passed, to reduce the overall Safety inspection time. They also compensate ride back home Cab charges to certain amount to encourage the Customer to drop the car off.
